RULES AND REGULATIONS BOOSTER PARK
SITE INFORMATION FOR TRANSIENT CAMPERS
Before camper(s) occupy a campsite, all fees must be paid in full, and camper(s) must be registered at the camp office.
No camper(s) shall occupy a campsite without first having procured a current signed valid camping permit.
Campground quiet time hours commence daily at 11:00 pm to 9:00 am in respect of other campers. Visitors staying overnight must register at the camp office upon arrival and pay overnight visitor fee
No visitors are allowed to enter the camp after 10:00 pm. Any visitors on site before 10:00 pm must vacate the premises by midnight.
Campfires are allowed subject to being confined in the fire pit or container and must be extinguished before retiring or during high winds and must not be left unattended.
Posted speed limit throughout the camp(s) must be observed for the safety of everyone. All campers are requested to pay close attention when approaching playground areas.
All vehicles must be always parked off any park roadways. Visitors must park vehicles at the designated parking area or the perimeter of the camp if parking is not available on site. No one shall operate a motorcycle or ATV in the park except for necessary transportation to and from their campsite. As space is limited only one vehicle per campsite is permitted please park extra vehicles in designated area.all visitors to your campsite must mark in visitors parking areas.
Domestic pets must be kept tied at all times and must be on a leash while being walked. Owners of domestic pets are required to clean up after pets. AGRESSIVE dogs or excessive barking will not be tolerated. Owners will be asked to remove the dog from the park.
Parents are responsible for their children at all times in any area of the campground. Bicycles will not be permitted after dark for any reason. Please make sure your children are mindful of the residential camping area and respect their privacy. ALL children must be with parents or at your campsite after dark.
Picnic tables shall not be removed from any site.
The Municipality of Marmora and Lake is not responsible for the loss or damage to any Trailers or personal property.
All buildings and washrooms are for the use and convenience of the campers and shall be kept in a clean and tidy manner. Children are not to play in any building or washroom.
Fireworks are prohibited in all areas of Booster Park.
Campers shall not cultivate, produce, or distribute cannabis anywhere on their site. Lawful consumption or smoking is permitted on the camper’s site only and is prohibited in all common areas of the camp. Under the Smoke-Free Ontario Act 2017, you cannot smoke or vape within 20 meters of children’s playgrounds, sports fields, and comfort stations nor in any enclosed public place.
Transient Campsite shall not be occupied as a permanent residence. Two weeks maximum per visit. One (1) trailer is permitted per campsite.
Six (6) persons maximum (18 years or older) may reside on the campsite unless they are immediate family that reside permanently with the registered camper, in which case (8) person maximum, including children of any age, would be permitted.
GENERAL CONDUCT
Courtesy and consideration for all campers and local residents will be exercised when playing music, using televisions, singing, and hosting or attending parties. Improper conduct that is disturbing or objectionable to other campers will not be tolerated.
Courtesy and consideration for all municipal staff and or contractors will be exercised at all times. Foul language or derogatory comments are not acceptable and will not be tolerated.
Campers are responsible for their visitors’ actions.
Swimming is restricted to designated areas within the park and prohibited between 9 p.m. and 7 a.m. An adult must supervise children at all times.
LIFEGUARD NOT ON DUTY
Diving and swimming are not permitted off any dock located long the park shoreline. Fishing is prohibited in designated swimming areas.
Minors: The expectation is that parents ensure their children obey the park rules at all times. If your children cannot follow the rules, they should be accompanied by and adult when off-site.
FEES FOR TRANSIENT CAMPING
Daily or weekly camping permits shall expire at 11:00 am on the day of checkout.
Daily, or weekly camping permits may be extended, depending on the availability of a campsite, upon application to the Contractor or designate before 11:00 am on the day before checking out.
A one-night deposit will be taken at the time of reservation for reservations for 1-7 nights. Reservations for 7 days or more will require a one night deposit for each 7 days reserved. Any reservation canceled within 7 days will surrender the deposit.
RIGHT TO EVICT
The Municipality or designate has the right to immediately evict a Camper(s) based on extreme and/or unruly circumstances.
THE CORPORATION OF THE MUNICIPALITY OF MARMORA AND LAKE
BYLAW NUMBER 2024-04A
Being a bylaw to provide for the maintenance and operation of, and rules and regulations for, Booster Park, within the Municipality of Marmora and Lake.
WHEREAS Section 8 of the Municipal Act, 2001, S.O. 2001, c.25 provides that the
powers of a municipality under this or any other Act shall be interpreted broadly so as to
confer broad authority on the municipality to enable the municipality to govern its affairs
as it considers appropriate and to enhance the municipality’s ability to respond to
municipal issues; and
WHEREAS Section 9 of the Municipal Act, S.O. 2001, c. 25 (“the Municipal Act, 2001”),
provides that a municipality has the capacity, rights, powers, and privileges of a natural
person for the purpose of exercising its authority under the Act; and
WHEREAS Section 391(1) of the Municipal Act, 2001 S.O. 2001, c. 25 authorizes a
municipality to pass bylaws imposing fees or charges on any class of persons, for
services or activities provided or done by or on behalf of it; for costs payable by it for
services or activities provided or done by or on behalf of any other municipal or local
board; and for the use of its property including property under its control; and
AND WHEREAS the Council of the Corporation of the Municipality of Marmora and
Lake wishes to enact these provisions for the maintenance and operation of the Booster
Park now therefore be it;
NOW THEREFORE the Council of the Corporation of the Municipality of Marmora and
Lake (hereinafter referred to as the Municipality) enacts as follows:
RULES AND REGULATIONS
1. SITE INFORMATION FOR CAMPERS
1.1 Campfires are allowed, subject to being confined in a fire pit or container
approved by the Contractor, or designate, and must be extinguished before retiring,
during high winds, upon the request of the Contractor, or designate, and must not be
left unattended. The provision of the Municipal Bylaw 2024-04A, as amended from
time to time, shall apply to all campfires within Booster Park.
1.2 Campground quiet hours occur daily from 11:00 p.m. to 9:00 a.m. of the
following morning, in respect of other campers. The Municipal Noise & Firework
Bylaw 2022-09 states that quiet hours are from 11:00 p.m. to 6:00 a.m. within the
Municipality. This bylaw supersedes Bylaw 2022-09 and enforces quiet hours from
11:00 p.m. to 9:00 a.m. within Booster Park.
1.3 No campsite will store more than one-half of a face cord of firewood. Wood
should be purchased from a local firewood provider to reduce the chances of
contaminated wood circulated within the Camp.
1.4 No camper(s) shall occupy a campsite without first having procured a current
signed valid camping permit.
1.5 Seasonal camping begins on the Friday before the Victoria Day weekend and
ends on Thanksgiving Day at 2:00 p.m.
1.6 Seasonal camping full services will be disconnected the Friday after
Thanksgiving weekend and will be reinstated two weeks before Victoria Day
weekend.
1.7 Due to the service (water, sewer, electrical) locations on each site, trailers are
to be placed on campsites under the direction of the Contractor or designate. If
service locations need to be relocated for new or existing trailers, it will be at the
expense of the camper.
1.8 Site service and related connection infrastructure (water, sewer, electricity) are
the sole property of the Municipality of Marmora and Lake. No person shall alter or
modify this infrastructure without approval of the Contractor or designate.
1.9 Visitors staying overnight must register at the Camp Office upon arrival and pay
the Overnight Visitor Fee.
1.10 Before camper(s) occupy a campsite, all fees must be paid in full, and
camper(s) must be registered at the Camp Office.
1.11 No visitors are allowed to enter the Camp after 10:00 p.m. Any visitors onsite
prior to 10:00 p.m. must vacate the premises by 12:00 midnight, unless overnight
camping rates have been paid, and a permit has been issued.
1.12 The camper must notify the Contractor or designate of a person or persons
staying at their site in their absence.
1.13 Posted speed limits throughout the Camp must be observed for the safety of
everyone. All campers are requested to pay close attention when approaching
playground areas.
1.14 All vehicles must always park off any park roadways. Visitors must park
vehicles at the designated parking area or at the perimeter of the Camp if parking is
not available onsite. No one shall operate a motorcycle or ATV in the park except for
necessary transportation to and from their campsite.
1.15 Boats, boat trailers and related equipment are not allowed to be stored on
campsites. This excludes kayaks and canoes, in which case only one kayak or canoe shall be permitted per site.
1.16 Domestic pets must be kept tied up at all times and must be on a leash while
being walked. Owners of domestic pets are required to clean up after their pets. No
person shall keep a vicious dog within the Municipality. Please see Bylaw 2023-30
for more information regarding dogs in the Municipality of Marmora and Lake.
1.17 Picnic tables shall not be removed from any site.
1.18 The Municipality is not responsible for the loss of or damage to any trailers or
personal property. It is the responsibility of the trailer owner to maintain insurance
coverage on their property. Proof of insurance is required when a contract is
renewed. An insurance certificate is required to be submitted with all signed lease
agreements for the season.
1.19 Yard or garage sales of one item, or a collection of items, are prohibited within
the Camp.
1.20 The Contractor or designate reserves the right to gain access to any campsite
at a reasonable time for the purposes of inspection or maintenance.
1.21 The Contractor or designate will attempt to deal with complaints promptly. All
complaints must be submitted in writing, and signed, to the Camp Office.
1.22 All buildings and washrooms are for the use and convenience of the campers
and shall be kept in a clean and tidy manner. Children are not to play in any building
or washroom.
1.23 No leaching pits are permitted for the disposal of grey water. All toilet, human
body waste and grey water must be disposed of in the Municipal holding tanks.
1.24 Transient bookings will be accepted from May 1st until October 31st of each
year. Bookings can be accepted up to one year in advance.
1.25 No appliance shall be stored outside. Any appliances that campers wish to
store in a shed must have prior approval by the Contractor or designate.
1.26 Refrigerators:
1.26.1 Any refrigerator 20 years or older must be removed from the Camp.
1.26.2 A surcharge will apply to any existing second refrigerator at each trailer.
1.26.3 All refrigerators must be secured in a shed.
1.27 Fireworks are prohibited in all areas of Booster Park.
1.28 Floor height, on new or relocated trailers, may only be raised a maximum of 24
inches off the ground, subject to approval by the Contractor or designate.
1.29 Satellite dishes must be installed on either a trailer, or on an independent post.
The Municipality will only accept a minimum post of 4x4 inches and a minimum of 8
feet exposed above ground. Satellite dishes may not be attached to trees or existing
Hydro poles.
1.30 Campers shall not cultivate, produce, or distribute cannabis anywhere on their
site. Lawful consumption or smoking is permitted on the camper’s site only and is
prohibited in all common areas of the Camp. Under the Smoke-Free Ontario Act
2017, you cannot smoke or vape within 20 metres of playgrounds, sports fields, and
comfort stations, nor in any enclosed public place.
1.31 A transient campsite will not be occupied as a permanent residence: two weeks
maximum per visit.
1.32 One (1) trailer is permitted per campsite.
Six (6) persons (18 years or older), maximum, may reside on a campsite, unless
they are immediate family that reside permanently with the registered camper. In this
case, eight (8) persons, maximum, including children of any age, would be
permitted.
2. STORAGE SHEDS
2.1 Only one storage shed is allowed per campsite.
2.2 All new sheds:
2.2.1 Must be pre-approved by the Contractor or designate prior to purchasing;
2.2.2 Must not exceed 80 square feet; and
2.2.3 Must be a prefabricated shed, made of metal or vinyl.
2.3 Existing sheds:
2.3.1 That are over-sized and/or wooden will have to be removed when the
current camper gives up rental of the lot concerned;
2.3.2 The Contractor or designate reserves the right to have any shed removed
or improved that, in the opinion of Contractor or designate, detracts from the
overall appearance of the Camp.
3. CAMPSITE TIDINESS
3.1 Campers are required to keep their campsite tidy and neatly groomed. Trailers
onsite are to be well maintained and must be capable of being moved at any given
time.
3.2 Untidy and messy campsites will not be tolerated. All sites must be free of
garbage and debris.
3.3 It is the responsibility of the camper to ensure that grass is cut on a regular
basis and hedges are trimmed on their respective campsite. A fee of $50.00 will be
charged, per cut, to registered campers in the event that park staff are required to maintain a campsite that is diminishing park aesthetics.
3.4 The Municipality requests, upon closure of a campsite in the fall, that all lawn
furniture, bikes, BBQs, lawnmowers, etc. be placed inside the trailer, or shed.
3.5 The Municipality recommends coverage of all windows at trailers during the
winter season.
3.6 All trailers must have the under portion skirted or boarded to prevent unwanted
nuisances such as skunks, raccoons, etc. In the situation of a rodent entering under
a trailer without a skirt, the camper will be charged for the removal of the rodent.
Lattice square openings may not be larger than one inch.
3.7 All campers shall dispose of their garbage/recycling in the bins provided at the
entrance to park.

5. SIGNAGE
5.1 The only signage of any kind permitted on a camp site (with the exception of a
“For Sale" sign approved by the Contractor or designate) will include the site number
and the name of the camper(s).
6. CAMPSITE ADDITONS/ALTERATIONS/LOT COVERAGE
6.1 No alteration and/or modification may be made to a campsite without the
Contractor or designate’s approval.
6.2 Only the following items are permitted on each site. An application and site plan
must be submitted to the Contractor or designate for approval prior to placement on
the site:
6.2.1 One trailer;
6.2.2 One prefabricated storage shed (vinyl or metal only);
6.2.3 One canoe or kayak.
No other structures or parking are permitted. The placement or alteration of any item
on a campsite is subject to Booster Park site plan approval. The authorizing permit
for alterations to a site must be posted onsite until the alterations are complete.
6.3 Campsite coverage shall be at the sole discretion of the Contractor or
designate, and will only be considered if the lot size warrants such action.
6.4 The roof of any trailer or shed must be vinyl, rubber or prefabricated.
6.5 No structure or addition can be added to a trailer or site.
6.6 Campers requesting tree modifications must complete a written request and
submit it to the Contractor or designate. If a camper wishes a tree removed, it will be
at the camper’s expense, coordinated through and with permission from the
Contractor or designate. Campers must replace this tree with another tree.
Placement, size and/or type of tree are to be at the sole discretion of the Contractor
or designate.
6.7 New structures onsite will have a clearance of 0.6 meters (2 feet) from property
lines and 2.1 meters (7 feet) from the roadway. Exceptions to this rule will be at the
sole discretion of the Contractor or designate and will only be considered if the lot
size warrants such structure.
6.8 All new seasonal trailers must have an exterior air conditioning shut off switch
and an accessible additional sewer clean out.
6.9 Any new trailer must be a travel trailer. Pop-up trailers, hybrid trailers and tiny
homes will not be permitted for seasonal contracts.
7. FEES AND RATES
7.1 User fees shall be established by Council as part of the annual budget
deliberations and may include fees and rates for camping permits and any other fees
and/or rates.
7.2 A surcharge for a second refrigerator (any size fridge) will be applied to each
campsite. The Contractor or designate has the jurisdiction to inspect sites for more than one fridge at any time.
8. FEES FOR TRANSIENT CAMPING
8.1 Daily or weekly camping permits shall expire at 11:00 a.m. on the day of
checkout.
8.2 Daily or weekly camping permits may be extended, depending on the
availability of a campsite, upon application to the Contractor or designate before
11:00 a.m. on the day before checking out.
8.3 A one-night deposit will be taken at the time of reservation for reservations for
1-7 nights. Reservations for more than 7 nights will require one night deposit for
each 7 nights reserved. Any reservation cancelled within 7 days of the reserved
check-in date will surrender the deposit.
9. FEES FOR SEASONAL CAMPING
9.1 Seasonal camping permits are subject to the following payment provisions:
9.1.1 All seasonal camping lots may be booked for the following season with a
$100.00 deposit. This deposit is nonrefundable after April 1st of the following year.
Full season permit camping fees are due and payable on or before Victoria Day
weekend.
9.1.2 Failure to pay seasonal permit camping fees by Victoria Day weekend may
result in the cancellation of your seasonal camping permit and the issuance of an
eviction notice. Campers may not occupy a site until all fees have been paid.
9.1.3 From the time an eviction notice is served, the Municipality reserves the
right, following a 14-day waiting period, to remove any trailer, storage shed or
other equipment from the campsite at the expense of the camper(s). The subject
property will be placed in a holding area for a maximum of thirty days, at a rate of
$20.00 per day, plus the cost of removal. It will be released to the camper upon
payment of any outstanding fees, removal charges and holding storage rates.
The Municipality shall not be held liable for any loss or damage whatsoever
caused by the lawful removal of subject property from a campsite. If the owner
fails to pick up the subject property within thirty days from the 14-day waiting
period from the holding area, then the subject property will become the property
of the Municipality.
9.2 A seasonal camper(s) who, for any reason, voluntarily surrenders prior to July
1st during their contract, will vacate the site immediately and remove all property.
9.3 No refund of seasonal camping permit fees will be granted beyond July 1st in
any year.
9.5 No refunds will be given upon eviction from the park.
9.5 Refunds for seasonal camping will be given, if full payment was received prior
to the season start date (Victoria Day weekend) and the lessee has sold their trailer,
as follows:
9.5.1 100%, minus the site deposit and admin fee, for sales made prior to
Victoria Day weekend.
9.5.2 For sales made after Victoria Day weekend, it is the responsibility of the
seller to collect seasonal fees from the buyer through the sale of their trailer, as
refunds will not be granted.
9.6 Refunds of the site deposit fee must be requested, in writing, prior to April 1
st, at which time 50% of the fee will be refunded. Requests received after April 1st will not be granted a refund.
9.7 A refund of weekly or monthly transient camping fees may be granted at the
discretion of the Contractor or designate.
10 SALE OF TRAILERS AND TRANSFER FEES
10.1 New seasonal campers obtaining a trailer site must be in possession of a
trailer 10 years of age or newer and provide a copy of the ownership and insurance
policy to the Municipal Office.
10.2 Any trailer may be refused a campsite due to its unsuitable condition, as
determined by the Contractor or designate
10.3 Any current camper wishing to relocate within the park must be placed on the
wait list and possess a trailer that is 10 years of age or newer.
10.4 Any camper replacing their existing trailer must replace it with a trailer 10
years of age or newer, with approval by the Contractor or designate, and provide a
copy of the ownership and insurance policy to the Municipal Office. A minimum
notice of one week is required.
10.5 For a trailer to be sold and to remain in the Camp it must be 19 years of age
or less, as long as it is in reasonable condition, deemed so by the Contractor or
designate.
10.6 If a camper wishes to sell their trailer onsite an “Agreement to Sell” package
must be purchased from the Municipality. At this point, the Municipality will
determine if the trailer can remain in the Camp. This form must be handed in to the
Municipal Office and be signed by the seller and the Municipality prior to posting any
for sale sign, entering into sale negotiations and/or initiating trailer viewings.
10.7 Only “For Sale" signs approved by the Municipality can be displayed in any
trailer for sale within the Camp, following completion and acceptance of the
Agreement to Sell Package.
10.8 Real estate "For Sale" signs are not permitted in the Camp.
10.9 Trailers 20 years or older can be sold onsite but must be removed from the Camp immediately following the sale.
10.10 Lots are not for sale and cannot be sold along with a trailer. If a trailer is sold
and taken offsite, not to be replaced, that vacant lot will be rented to another
camper.
10.11 All new potential campers must be interviewed by the Contractor or designate
prior to the purchase of a trailer.
10.12 A 5% commission on the sale of a trailer, less the “Agreement to Sell”
package fee, is payable to the Municipality with the sale of any trailer remaining in
the Camp. This fee does not apply to trailers leaving the park.
10.13 The transfer of a camping permit will be approved once payment of the 5%
commission fee has been forwarded in full to the Municipality by the seller of the
trailer and providing the seller’s account is in good standing with the Municipality.
10.14 Sites must be clean and empty of any personal property when vacated. A final
site inspection will be arranged prior to the departure of the owner.
10.15 Trailers may be transferred to an immediate family member once, with
payment of the Family Transfer Fee. Permission must be obtained by the
Municipality prior to this family transfer occurring. Family transfer of trailers may only
occur on trailers that are 19 years of age or less.
10.16 Prefabricated add-a-rooms will be permitted to be sold on site and allowed to
remain in the Camp at the discretion of the Contractor or designate.
11 RIGHT TO EVICT
11.1 Failure to comply with any of the criteria of this bylaw will result in:
11.1.1 First, a verbal warning, documented in the Camp Office;
11.1.2 Second, a written letter of warning to the camper;
11.1.3 Third, an automatic eviction from the Camp, in writing, prohibiting the
renewal/transfer/continuation of the camping permit.
11.2 The Contractor or designate has the right to immediately evict a camper(s)
based on extreme and/or unruly behaviour.
11.3 The Municipality reserves the sole right to revoke a seasonal camping permit
as a result of violations of camp rules as outlined in this bylaw.
11.4 The Municipality reserves the right to not renew any seasonal camping permit
without cause. In the event that a permit is not renewed, the camper will remove all
of their property and personal belongings from the site within 30 days of notification
of eviction.
11.5 The Municipality may, at any time, require that a site be cleared of a camper’s property within 30 days of notification.
11.6 Subletting is strictly prohibited and will result in immediate eviction of the
unauthorized tenant and revocation of the permit.
12 GENERAL
12.1 Every person who contravenes any provision of this bylaw is guilty of an
offence and shall, upon conviction, be liable to a fine as provided for under the
Provincial Offences Act.
12.2 All persons using Booster Park for any purpose or activity will comply with all
applicable laws.
12.3 If a court of competent jurisdiction should declare any section or part of a
section of this bylaw to be invalid, such section or part of a section will not be
construed as having persuaded or influenced Council to pass the remainder of the
bylaw, it shall be severed and it is hereby declared that the remainder of the bylaw
be valid and remain in full force and effect.
12.4 The fees set forth in Schedule “A” of this bylaw are subject to change in the
User Fee Bylaw, which is updated annually.
12.5 The previous Booster Park Bylaw, 2024-04, is hereby repealed.
12.6 That this bylaw comes into effect on the day it is passed.
