NORTHERN SKYS RV RESORT
2026/2027 Seasonal Rules, Regulations & Additional Terms
These Rules, Regulations, and Additional Terms are incorporated into and made part of each Northern Skys RV Resort Seasonal Site Agreement.
For purposes of these Rules, “Guest,” “Seasonal Guest,” and “Lessee” refer to the individual signing the Seasonal Site Agreement and, where applicable, that person's household members, occupants, visitors, invitees, contractors, and other persons permitted onto Resort property by the Seasonal Guest.
“Management” and “Resort” refer to Northern Skys RV Resort, its ownership, employees, agents, and authorized representatives.
TRANSIENT / NIGHTLY RENTALS — RULES & ETIQUETTE
These rules apply to all transient, nightly, weekly, tent, and short-term camping reservations at Northern Skys RV Resort.
Transient Guests are also required to comply with all generally applicable provisions of the Northern Skys RV Resort Seasonal Rules and Regulations, including rules regarding conduct, safety, pets, sewage and wastewater, garbage, environmental protection, utilities, fire safety, parking, property damage, visitor responsibility, emergency access, Resort property, and other rules that reasonably apply to short-term guests.
Provisions of the Seasonal Rules that apply only to seasonal leases, seasonal structures, seasonal parking assignments, seasonal renewal, winter storage, seasonal site modifications, or other matters unique to Seasonal Guests do not apply to Transient Guests unless specifically stated by Management.
If a Transient Rule conflicts with a Seasonal Rule, the Transient Rule controls for transient reservations.
Management may adopt or modify reasonable operational, health, safety, environmental, parking, security, and regulatory rules during a Guest's stay when reasonably necessary. Material financial or contractual changes will not ordinarily be imposed during an existing reservation unless agreed to by the Guest, required by law, or reasonably necessary because of circumstances involving health, safety, governmental requirements, utilities, or Resort operations.
1. CHECK-IN
Check-in begins at 2:00 p.m.
All Transient Guests must physically check in at the Resort office unless Management has expressly authorized another check-in procedure.
Guests may be required to provide:
reservation name;
identification;
vehicle information;
RV information;
number of occupants;
pet information;
emergency contact information; and
other information reasonably necessary to administer the reservation.
A site may not be occupied before check-in without Management approval.
2. CHECK-OUT
Check-out is 11:00 a.m.
The site must be vacated by 11:00 a.m. unless Management has approved a late departure.
At check-out, Guests must:
remove all personal property;
remove all garbage;
leave the site reasonably clean;
extinguish all fires;
disconnect utilities;
properly dispose of wastewater;
remove vehicles and trailers; and
leave Resort property in substantially the same condition as when the Guest arrived, ordinary use excepted.
Guests may be responsible for additional site-use, cleanup, disposal, or damage charges resulting from unauthorized late departure or failure to properly leave the site.
3. SITE ASSIGNMENT
Management determines all transient site assignments.
A reservation for a particular site type does not guarantee a specific site number unless Management expressly confirms that site.
Management may reasonably change a site assignment before or during a stay because of:
maintenance;
utility problems;
emergencies;
site conditions;
flooding;
electrical compatibility;
reservation conflicts;
governmental requirements;
safety concerns; or
other legitimate operational reasons.
When reasonably possible, Management will provide a comparable replacement site.
4. OCCUPANCY
Only one recreational vehicle is permitted per RV site unless Management specifically authorizes otherwise.
A tent may not be erected in addition to an RV unless Management specifically approves it.
Designated tent sites are limited to the number of tents authorized for that site.
Unless Management approves otherwise, the maximum occupancy is eight (8) persons per site.
Guests may not:
sublet a campsite;
transfer a reservation to another party without approval;
permit unauthorized long-term occupancy; or
allow another recreational vehicle to establish a separate campsite on the reserved site.
5. QUIET HOURS
Quiet hours are 11:00 p.m. to 8:00 a.m.
During quiet hours:
music must be turned off or maintained at a level that cannot reasonably disturb neighboring sites;
generators may not be operated unless specifically authorized;
recreational vehicles may not be unnecessarily operated;
excessive outdoor conversation or gatherings are prohibited; and
ATVs, UTVs, golf carts, dirt bikes, and similar recreational vehicles may not be operated except when reasonably necessary.
Excessively loud music, shouting, amplified sound, or other unreasonable noise is prohibited at any time when it interferes with other Guests' reasonable enjoyment of the Resort.
6. SPEED LIMIT
The maximum Resort speed limit is 10 MPH.
The speed limit applies to:
automobiles;
trucks;
motorcycles;
golf carts;
ATVs;
UTVs;
dirt bikes;
electric recreational vehicles; and
other motorized transportation.
Guests must drive slowly enough to account for children, pedestrians, pets, campground traffic, and road conditions.
Reckless or dangerous operation may result in immediate loss of vehicle privileges or removal from the Resort.
7. PARKING
Transient Guests must park only:
on their assigned site;
in parking spaces specifically assigned by Management; or
in designated transient/overflow parking areas.
Unless Management authorizes otherwise, a maximum of two motor vehicles may be associated with a transient campsite.
Vehicles, boats, and trailers may not be parked:
on campground roads;
on vacant campsites;
in another Guest's assigned parking area;
in seasonal reserved parking spaces;
in fire lanes;
in emergency-access areas;
in accessible parking spaces without authorization;
in areas designated for restaurant customers; or
in areas marked by Management as restricted.
Management may require excess vehicles or trailers to be moved to designated parking.
8. BOATS AND TRAILERS
Boat trailers, boats, jet skis, utility trailers, and other large recreational equipment may be parked only in areas approved or designated by Management.
Guests using the main parking area while boating must park boat trailers away from spaces reserved for:
the front office;
restaurant customers;
accessibility parking;
deliveries; and
emergency access.
Use of a campsite does not automatically include boat-slip, boat-launch, trailer-storage, or marina privileges unless those services are included in the reservation or separately purchased.
9. SITE CONDITION
Transient Guests must maintain their campsite in a clean, orderly, sanitary, and safe condition throughout their stay.
Guests may not accumulate:
garbage;
excessive outdoor belongings;
building materials;
abandoned items;
hazardous materials;
loose debris; or
property that interferes with neighboring sites, mowing, utilities, roads, drainage, or emergency access.
Outdoor personal property should be secured against wind and storms.
10. NO UNAUTHORIZED STRUCTURES
Transient Guests may not construct or install:
sheds;
decks;
platforms;
fences;
permanent patios;
permanent awnings;
landscaping;
utility modifications;
additional electrical wiring;
plumbing;
sewer systems; or
other permanent or semi-permanent improvements.
Temporary camping equipment may be used when reasonably associated with ordinary camping and does not interfere with neighboring sites, utilities, roads, safety, or Resort operations.
11. PETS
Well-behaved and properly vaccinated household pets are permitted, with a maximum of three (3) pets per site, unless Management approves otherwise.
Pets must be kept on a leash or otherwise physically restrained whenever outside the Guest's RV or vehicle.
Pets may not:
run loose;
repeatedly bark or create a nuisance;
threaten people or other animals;
damage Resort property; or
be left unattended in circumstances creating a safety or welfare concern.
All pet waste must be picked up immediately and properly disposed of.
Guests are responsible for all actions and damage caused by their pets.
Failure to remove pet waste may result in a cleanup or violation charge.
12. ANIMAL CONTROL
Guests may not place, use, or maintain:
traps;
poisons;
snares;
toxic bait;
wildlife-control chemicals; or
similar animal-control devices
on Resort property without Management authorization.
Wildlife concerns should be reported to Management.
13. CHILDREN AND SUPERVISION
Parents and guardians are responsible for the supervision, conduct, and safety of minors under their care.
Children must not be permitted to:
enter restricted areas;
interfere with utilities;
play in roadways;
operate vehicles unlawfully;
enter neighboring campsites without permission; or
engage in dangerous activity.
Persons under age 18 must be at their campsite by 11:00 p.m. unless accompanied by a parent, guardian, or responsible adult authorized by the parent or guardian.
14. VISITORS
The registered Guest is responsible for the conduct of all visitors, invitees, children, and other persons associated with the Guest's reservation.
Visitors must follow all Resort Rules.
Management may establish:
visitor parking requirements;
visitor registration procedures;
marina or boat-launch fees;
occupancy limits; and
restrictions on visitor access.
Charges incurred by a Guest's visitors that are properly attributable to the reservation may be added to the Guest's account where permitted.
15. FIREWORKS, FIREARMS AND HAZARDOUS ITEMS
Fireworks are prohibited unless Management specifically authorizes their use as part of an approved Resort activity.
The display, handling, possession, and use of firearms must comply with applicable law. Firearms may not be handled, displayed, or used in a manner that threatens, intimidates, disturbs, or endangers another person.
Guests may not use or possess hazardous equipment, toxic chemicals, explosives, or similar dangerous materials in a manner that creates a risk to Resort Guests or property.
16. CAMPFIRES
Campfires are permitted only in designated or Management-approved fire pits and only when fires are permitted by applicable fire restrictions.
Fires must:
remain reasonably sized;
be attended at all times;
be controlled;
be kept away from combustible materials; and
be completely extinguished before the Guest leaves the site or goes to sleep.
Management may prohibit fires because of drought, wind, government restrictions, or other hazardous conditions.
17. FIREWOOD
Guests must comply with all applicable Minnesota firewood transportation requirements.
Firewood that is prohibited by applicable law or pest-control requirements may not be brought onto Resort property.
Guests are encouraged to purchase firewood from the Resort or another approved or certified source.
18. SWIMMING AND WATER ACTIVITIES
Swimming and other water activities are undertaken at the Guest's own risk.
No lifeguard is on duty.
Guests are responsible for supervising minors and using appropriate personal flotation devices where appropriate or required.
Diving is prohibited in areas not specifically designated as safe for diving.
Changing water levels, submerged objects, weather conditions, waves, currents, and other natural conditions may create hazards.
19. BLACK WATER, GREY WATER AND WASTEWATER
Transient Guests must comply with all Resort and Minnesota requirements governing wastewater.
Black water, grey water, sewage, sink water, shower water, and other wastewater must be kept in and discharged through approved systems.
Wastewater may not be dumped:
onto the ground;
into the lake;
into roadways;
into stormwater areas;
into trash containers;
into unauthorized tanks or drains; or
anywhere other than an approved disposal location.
Guests at sites without sewer hookups may use an authorized Resort dump station or other disposal service approved by Management.
Unauthorized wastewater discharge may result in cleanup charges, remediation charges, violation charges, immediate termination of the reservation where appropriate, and referral to governmental authorities where required.
20. TRASH
Only authorized household garbage generated during the Guest's Resort stay may be placed in Resort garbage containers.
Guests may not dispose of outside garbage or prohibited items.
Prohibited items may include:
electronics;
appliances;
tires;
furniture;
mattresses;
hazardous chemicals;
batteries;
propane tanks;
motor oil;
construction debris; and
other items prohibited by the Resort's waste provider.
Guests responsible for improper disposal may be charged the actual additional disposal charge, cleanup expenses, and any applicable violation charge.
21. UTILITIES
Guests may use only the electrical, water, sewer, and other utility connections provided or approved for their assigned site.
Guests may not:
alter utility equipment;
open electrical equipment;
bypass breakers;
tamper with meters;
modify pedestals;
make unauthorized sewer connections;
attach unauthorized plumbing;
interfere with Resort utility infrastructure; or
connect equipment exceeding the capacity of the assigned service.
Management may temporarily disconnect or restrict unsafe equipment or connections.
22. ELECTRICAL SAFETY
Extension cords, adapters, surge protectors, RV electrical equipment, and other Guest-owned equipment must be in safe operating condition and appropriately rated for their intended use.
Management may require removal or disconnection of equipment reasonably believed to present:
an electrical hazard;
fire hazard;
overload condition;
shock hazard; or
threat to Resort equipment.
Damage caused by Guest equipment may be charged to the responsible Guest.
23. UTILITY INTERRUPTIONS
Northern Skys RV Resort does not guarantee uninterrupted electrical, water, sewer, internet, or other utility service.
Temporary outages may occur because of:
storms;
utility-provider outages;
equipment failure;
maintenance;
repairs;
emergencies;
upgrades; or
circumstances beyond Management's reasonable control.
Management will make reasonable efforts to restore Resort-controlled services where circumstances permit.
24. SAFETY EQUIPMENT
Guests are strongly encouraged to maintain in their recreational vehicle:
a functioning fire extinguisher;
functioning smoke alarms;
functioning carbon-monoxide alarms; and
functioning propane detectors where applicable.
Guest-owned safety equipment remains the Guest's responsibility.
25. PRIVACY AND OTHER CAMPSITES
Guests must respect neighboring campsites.
Do not:
walk through occupied or vacant sites assigned to another Guest;
use another Guest's furniture or property;
park on another Guest's site;
enter seasonal sites without permission; or
interfere with another Guest's reasonable privacy.
Roads and designated common areas should be used when moving around the Resort.
26. CONDUCT
Northern Skys RV Resort is intended to provide a safe and enjoyable recreational environment.
Conduct that will not be tolerated includes:
fighting;
threats;
harassment;
disorderly conduct;
severe intoxication accompanied by disruptive behavior;
illegal drug activity;
vandalism;
obscene or threatening conduct;
excessive noise;
intentional property damage;
reckless vehicle operation; and
behavior that materially interferes with other Guests or Resort operations.
Guests may be required to leave Resort property for serious or repeated misconduct.
27. ILLEGAL ACTIVITY
Illegal activity on Resort property is prohibited.
Management may contact law enforcement when Management reasonably believes criminal activity, violence, threats, theft, property damage, unlawful drug activity, or another serious violation has occurred.
28. PROPERTY DAMAGE
Guests are responsible for damage caused by themselves, household members, visitors, pets, vehicles, recreational equipment, or other persons associated with their reservation.
The responsible Guest may be charged reasonable actual costs for:
repair;
replacement;
cleanup;
labor;
contractor charges;
disposal; and
other expenses caused by the damage.
29. PERSONAL PROPERTY
Guests maintain RVs, vehicles, boats, trailers, camping equipment, bicycles, grills, electronics, and other personal property at their own risk.
To the fullest extent permitted by law, Northern Skys RV Resort is not responsible for loss or damage caused by circumstances beyond the Resort's reasonable control, including:
theft;
vandalism;
storms;
wind;
hail;
lightning;
flooding;
falling trees or branches;
wildlife;
insects;
changing lake conditions;
power interruption; or
acts of third parties.
Guests are encouraged to maintain appropriate insurance.
30. SECURITY CAMERAS
Security cameras may be used in common areas and other lawful exterior areas of the Resort for security, traffic, safety, theft prevention, vandalism investigation, marina monitoring, and policy enforcement.
Guests should not expect privacy in public common areas.
Cameras are not a guarantee of security and may not capture every event.
31. NO ABANDONED PROPERTY
Guests may not leave an RV, vehicle, trailer, boat, tent, equipment, garbage, or other property at the Resort after the reservation ends unless Management has expressly authorized storage.
Unauthorized property remaining after check-out may be handled in accordance with applicable law.
The responsible Guest may be charged lawful towing, storage, handling, cleanup, or disposal costs.
32. COMMERCIAL ACTIVITY
A transient site may not be used to operate a business, sell merchandise, perform commercial repair work, operate a rental business, or conduct another customer-facing commercial activity without Management's prior approval.
33. EMERGENCY AND MANAGEMENT ACCESS
Roads, utility equipment, electrical pedestals, sewer facilities, fire equipment, and emergency-access areas must remain unobstructed.
Management may enter the outdoor area of a campsite when reasonably necessary to:
respond to an emergency;
address a utility problem;
stop a sewage discharge;
correct an immediate safety hazard;
protect Resort property;
provide emergency access; or
comply with governmental requirements.
Nothing in this rule authorizes unlawful entry into the interior of a Guest's occupied recreational vehicle.
34. VIOLATIONS, FEES AND TRANSIENT-GUEST ENFORCEMENT
Transient Guests are subject to applicable cleanup charges, damage charges, disposal charges, utility charges, remediation costs, and violation charges contained in the Resort's published Rules and Fee Schedule to the extent reasonably applicable to a transient stay.
Because transient reservations are short in duration, Management is not required to follow the same first-, second-, and third-violation progression used for ordinary Seasonal Guest violations.
Management may respond to a violation based upon:
severity;
safety implications;
damage caused;
effect on other Guests;
repeated misconduct;
environmental consequences; and
whether the Guest has previously been warned.
Management may issue a warning, assess applicable charges, require corrective action, restrict Resort privileges, or terminate the Guest's stay where permitted by law and the reservation agreement.
35. REMOVAL / TERMINATION OF STAY
Serious or repeated violations may result in termination of the Guest's reservation and a requirement to leave Resort property.
Conduct that may justify immediate termination includes, without limitation:
violence or credible threats;
intentional property damage;
dangerous conduct;
sewage dumping;
environmental contamination;
serious fire hazards;
utility tampering;
illegal activity;
repeated disturbance of other Guests; or
refusal to comply with a lawful safety instruction from Management.
Any removal will be handled in accordance with applicable law.
Termination of a stay for violation of Resort Rules does not automatically entitle the Guest to reimbursement for unused nights where the applicable reservation terms and law permit the Resort to retain those amounts.
36. RESPONSIBILITY FOR YOUR PARTY
The individual making or signing for the reservation is responsible for ensuring that all occupants, children, visitors, and invitees associated with the reservation understand and comply with Resort Rules.
A violation by a person associated with the reservation may be treated as a violation by the registered Guest.
37. COMPLIANCE WITH SEASONAL RESORT RULES
In addition to these Transient Rules, Transient Guests must comply with all generally applicable Northern Skys RV Resort Seasonal Rules and Regulations.
This specifically includes generally applicable provisions concerning:
health and safety;
Minnesota Department of Health requirements;
wastewater and sewage;
pollution;
garbage and prohibited dumping;
pets;
fires;
utility safety;
electrical equipment;
speeding;
property damage;
Resort property;
emergency access;
visitor conduct;
security;
environmental protection;
marina and boat facilities; and
applicable violation charges.
Rules that by their nature apply exclusively to Seasonal Guests—such as seasonal lease payments, renewal rights, seasonal structures, long-term site improvements, winter storage packages, and assigned seasonal parking spaces—do not apply to Transient Guests unless Management specifically states otherwise.
38. ACKNOWLEDGMENT
By completing a reservation, checking in, occupying a campsite, or signing the Resort's registration materials, the Guest acknowledges receipt of and agrees to comply with these Transient Rules and all other Resort Rules incorporated into the reservation.

1. SEASONAL TERM
The standard 2027 seasonal camping term begins May 1, 2027 and continues through October 1, 2027, unless a different term is specifically identified in the Guest's Seasonal Site Agreement.
Certain seasonal packages may also include an off-season or extended-storage period beginning October 1, 2026 and continuing through May 1, 2027.
Seasonal Site Agreements require a $500 deposit per site. After the deposit is applied, 50% of the remaining balance is due by February 1, 2027, and the final 50% of the remaining balance is due by May 1, 2027, unless otherwise stated in the Guest's Seasonal Site Agreement.
Any applicable charges for property placed in dead storage are due no later than November 1, 2026, unless otherwise agreed to in writing by Management.
For the 2026–2027 winter season, Northern Skys RV Resort will not be partnering directly with Dickies on Mille Lacs for skid house transportation. Guests are responsible for making their own arrangements for the transportation, delivery, and removal of their skid houses. Northern Skys RV Resort still recommends Dickies on Mille Lacs as an available transportation provider; however, all scheduling, payment, and transportation arrangements must be made directly between the guest and the transportation provider.
Access to utilities, roads, buildings, marina facilities, snow removal, water, sewer, restroom facilities, restaurant services, docks, and other amenities outside of the regular operating season is not guaranteed unless expressly included in the Seasonal Guest's specific package.
Seasonal Site Agreements do not automatically renew. Management reserves the right, subject to applicable law, to decline renewal of a Seasonal Site Agreement for the following season.
2. CHANGES TO RESORT RULES
Management may adopt or modify reasonable operational, health, safety, environmental, parking, marina, security, and regulatory rules during the seasonal term when reasonably necessary for the operation of the Resort.
Management will provide reasonable notice of material rule changes whenever circumstances permit.
Material financial or contractual changes will ordinarily become effective upon renewal of the Seasonal Site Agreement unless:
the Seasonal Guest agrees to the change;
the change is required by law, regulation, governmental authority, utility provider, or insurer;
the change results from a change in a separately billed service or usage; or
immediate implementation is reasonably necessary to protect health, safety, property, utilities, or Resort operations.
Management's ability to modify operational rules does not permit Management to eliminate rights that cannot legally be waived.
3. SITE CONDITION AND MAINTENANCE
Each Seasonal Guest must maintain the assigned site in a clean, attractive, orderly, sanitary, and safe condition.
Sites may not contain excessive clutter, rubbish, abandoned property, loose materials, junk, deteriorated materials, excessive weeds, hazardous conditions, or other conditions Management reasonably determines interfere with:
Resort appearance;
groundskeeping;
drainage;
pest control;
utilities;
neighboring sites;
emergency access;
governmental compliance; or
normal Resort operations.
Unless an immediate health, safety, environmental, or regulatory condition requires faster action, Management may issue written or electronic notice requiring correction of a site-condition violation.
For ordinary site-maintenance violations, the Seasonal Guest will ordinarily have seven (7) days from notice to correct the condition.
If the Seasonal Guest fails to correct the condition within the required period, Management may, to the extent permitted by law, perform or arrange reasonable cleanup, removal, securing, mowing, trimming, disposal, repair, or other corrective work.
The Seasonal Guest will be responsible for reasonable costs actually incurred, including:
employee labor;
contractor labor;
equipment;
materials;
disposal charges;
hauling charges;
cleanup costs; and
repair costs.
These amounts may be added to the Seasonal Guest's Resort account.
4. OUTDOOR STORAGE, LOOSE ITEMS AND GROUNDSKEEPING
Outdoor property must be kept orderly and securely stored.
Except while actively being used, items including but not limited to:
patio furniture;
decorations;
toys;
bicycles;
coolers;
tools;
hoses;
electrical cords;
extension cords;
building materials;
tarps;
storage containers;
recreational equipment;
maintenance equipment; and
similar personal property
must be stored inside the recreational vehicle or in an approved enclosed storage structure.
Items may be stored underneath an RV only when the RV has appropriate skirting that substantially conceals the stored items from ordinary outside view.
Management may require items stored beneath an RV to be removed when the items create a fire, pest, drainage, utility, maintenance, sanitation, or safety concern.
Nothing may be stored in a manner that interferes with mowing, trimming, snow removal, utility access, emergency access, drainage, or other Resort maintenance.
Guests are responsible for removing or properly securing cords, hoses, decorations, stakes, personal property, and other items located in areas subject to mowing, trimming, plowing, landscaping, or other groundskeeping.
To the fullest extent permitted by law, the Resort is not responsible for damage to improperly placed or insufficiently protected cords, hoses, decorations, stakes, personal property, or other materials caused during ordinary and reasonable groundskeeping or maintenance activities.
5. SHEDS, DECKS, PATIOS AND OTHER STRUCTURES
No shed, deck, patio, enclosure, roof, awning, storage structure, permanent landscaping feature, utility connection, exterior improvement, or other structure may be:
installed;
constructed;
substantially modified;
enlarged;
relocated; or
replaced
without prior written approval from Management.
Management approval does not constitute governmental approval.
The Seasonal Guest remains responsible for obtaining any permits, inspections, approvals, or licenses required by the State of Minnesota, Minnesota Department of Health, county, township, fire authority, electrical authority, plumbing authority, zoning authority, shoreland authority, or other governmental entity.
Prior Approval Does Not Create a Permanent Right
Prior approval does not create a permanent right to keep a structure, improvement, shed, deck, patio, awning, utility connection, landscaping feature, or other item in the same location if later regulatory compliance, utility, safety, maintenance, drainage, emergency-access, site-configuration, redevelopment, or operational conditions require it to be moved, modified, or removed.
Management may require an approved or pre-existing structure or improvement to be relocated, modified, repaired, or removed where Management reasonably determines that doing so is necessary for:
governmental or regulatory compliance;
health or safety;
emergency access;
fire access;
utility work;
utility clearances;
drainage;
groundskeeping;
road work;
maintenance;
redevelopment;
site reconfiguration; or
legitimate Resort operations.
Unless an emergency, governmental order, immediate health or safety issue, or shorter legal deadline exists, reasonable notice for required relocation, modification, or removal under this section shall be thirty (30) days.
6. MINNESOTA DEPARTMENT OF HEALTH AND OTHER CODE COMPLIANCE
Every Seasonal Guest is responsible for maintaining the Guest's recreational vehicle, accessory structures, personal property, sewer connections, electrical equipment, water connections, and other improvements in a manner that allows the Resort to remain compliant with applicable law.
Applicable requirements presently include, without limitation:
Minnesota Rule 4630.0200 — Location and Wastewater
Wastewater from recreational camping vehicles may not be deposited upon the surface of the ground.
Black water, grey water, sink water, shower water, and other wastewater must therefore be discharged only through a lawful and approved waste-disposal system.
Minnesota Rule 4630.0400 — RV and Structure Spacing
Recreational camping vehicles in recreational camping areas must generally be separated from each other and from other structures by at least ten (10) feet.
For purposes of the separation requirement, accessory structures such as attached awnings, carports, and individual storage facilities are treated as part of the recreational camping vehicle.
Where applicable, recreational camping vehicles must also satisfy required distances from park property boundary lines.
Minnesota Rule 4630.0500 — Domestic Animals
Domestic animals and household pets may not be permitted to run at large or create nuisances within the recreational camping area.
Minnesota Rule 4630.0600 — Water Supply
Water systems and individual water connections must comply with applicable Minnesota requirements governing potable water systems and recreational camping areas.
Guests may not alter, damage, contaminate, bypass, or interfere with Resort water equipment or connections.
Minnesota Rule 4630.0700 — Plumbing
Plumbing systems within recreational camping areas must comply with applicable Minnesota Department of Health requirements and Minnesota Rules Chapter 4714, the Minnesota Plumbing Code.
Minnesota Rule 4630.0800 — Sewage Disposal
Sewage and water-carried waste must be discharged into an approved sewage-disposal system.
Sewer lines, connections, and related equipment must comply with applicable state requirements.
Minnesota Rule 4630.0900 — Sanitary Facilities and Waste Disposal
Where applicable, recreational camping areas accommodating self-contained recreational camping vehicles must provide approved means of sanitary wastewater disposal.
Guests may use only Resort-approved sewage and wastewater facilities.
Minnesota Rule 4630.1000 — Fires and Fire Hazards
Barbecue pits, fireplaces, wood-burning devices, and similar facilities must be used and maintained so as to minimize fire hazards and smoke nuisance.
Open fires are permitted only in authorized facilities or areas and may not be left unattended.
Minnesota Rule 4630.1100 — Garbage and Refuse
Garbage and refuse must be stored and disposed of in a manner that does not create:
health hazards;
rodent harborage;
insect breeding;
accident hazards;
fire hazards; or
air pollution.
Minnesota Rule 4630.1200 — Debris and Pest Harborage
Recreational camping areas must remain free from accumulations of debris that may create rodent harborage or breeding areas for flies, mosquitoes, and other pests.
Storage areas must be maintained accordingly.
Building materials such as lumber and pipe must be stored in accordance with applicable MDH requirements.
Minnesota Statutes § 327.27, Subdivision 2 — Speed Limit
The maximum vehicle speed within a recreational camping area is 10 miles per hour, unless another lawful limit applies.
Other Applicable Requirements
Guests must also comply with other applicable:
Minnesota Department of Health requirements;
Minnesota Pollution Control Agency requirements;
Minnesota Plumbing Code provisions;
electrical codes;
fire codes;
county ordinances;
township ordinances;
zoning requirements;
shoreland regulations;
permit requirements; and
other governmental requirements affecting recreational camping areas.
The Resort may amend this regulatory-reference section when applicable laws or regulations change.
7. PRE-EXISTING AND GRANDFATHERED CONDITIONS
The fact that a recreational vehicle, shed, deck, structure, utility connection, sewer connection, or other condition existed under prior ownership or was previously approved by Management does not automatically guarantee that it may remain permanently.
Where Management reasonably determines that an existing condition violates or may violate an applicable governmental requirement, governmental license requirement, health or safety requirement, utility requirement, fire-access requirement, or other legal obligation of the Resort, Management may require the Seasonal Guest to:
repair;
modify;
relocate;
replace; or
remove
the condition.
Nothing in this section is intended to eliminate a legal nonconforming or grandfathered right expressly protected by applicable law.
Unless a governmental authority establishes another deadline or an immediate health or safety concern requires faster action, the Seasonal Guest will ordinarily be provided thirty (30) days to complete required corrective action.
Failure to complete required corrective action may constitute a material violation of the Seasonal Site Agreement.
8. BLACK WATER, GREY WATER AND SEWAGE
All black water, grey water, sewage, wastewater, and other liquid waste must be retained and disposed of only through:
approved RV holding tanks;
approved portable waste tanks;
approved sewer connections;
authorized Resort septic systems;
authorized dump stations; or
another legally approved waste-disposal system.
Buckets, open containers, makeshift holding systems, ground discharge, and other unapproved wastewater-storage or disposal methods are prohibited.
No Guest may dump or discharge black water, grey water, sewage, wastewater, chemicals, grease, petroleum, or other pollutants:
onto the ground;
into the lake;
into a storm drain;
into drainage areas;
onto roadways;
into garbage containers;
into abandoned or unauthorized tanks;
into unauthorized pipes; or
anywhere else not specifically authorized for that material.
Violation of this section may be considered a serious health and environmental violation.
The responsible Guest will also be responsible, to the extent permitted by law, for reasonable actual costs arising from the violation, including:
cleanup;
pumping;
environmental remediation;
disposal;
testing;
contractor charges;
equipment charges;
governmental assessments; and
repairs.
Serious, repeated, or intentional sewage violations may constitute grounds for termination or nonrenewal of the Seasonal Site Agreement, subject to applicable law.
9. POLLUTION AND ENVIRONMENTAL DAMAGE
No Guest may intentionally or negligently contaminate, pollute, discharge onto, or improperly dispose of material on Resort property or into Mille Lacs Lake.
This includes, without limitation:
sewage;
grey water;
petroleum;
motor oil;
gasoline;
diesel fuel;
antifreeze;
paint;
solvents;
chemicals;
batteries;
hazardous waste;
construction debris; and
other regulated materials.
The responsible Guest may be charged reasonable actual costs associated with cleanup, remediation, environmental testing, disposal, contractor services, repair, and governmental charges.
10. TRASH AND REFUSE
Household garbage must be placed in designated Resort garbage containers.
Guests may not place items in Resort dumpsters or garbage containers that are prohibited by the Resort's waste-management provider.
Prohibited items may include, but are not limited to:
appliances;
televisions;
electronics;
batteries;
tires;
hazardous materials;
chemicals;
motor oil;
automotive fluids;
construction debris;
mattresses;
large furniture;
propane cylinders; and
other items identified by the Resort's waste contractor.
Management may update the prohibited-item list when the Resort's waste provider changes its requirements.
If improper disposal results in an additional charge to the Resort, the responsible Guest may be charged:
the actual waste-company surcharge;
applicable violation charges;
reasonable employee or contractor labor;
hauling costs; and
cleanup or disposal expenses.
11. ELECTRICAL SYSTEMS AND METERED ELECTRICITY
Management reserves the right to install, repair, replace, upgrade, meter, or modify electrical infrastructure serving Resort sites.
Following installation or upgrading of metered electrical service, electrical consumption may be separately billed according to the electrical rates, allowances, and billing policies disclosed by Management.
The fact that electricity or a particular electrical capacity was previously included with seasonal rent does not guarantee that upgraded electrical service or consumption above an identified allowance will remain included in future Seasonal Site Agreements.
Management will provide notice of a new or materially changed electrical billing policy before the new billing policy takes effect, except where immediate changes are required by law or a utility provider.
Guests may not:
alter;
bypass;
tamper with;
disconnect;
open;
modify;
damage; or
interfere with
an electrical meter, pedestal, breaker, distribution system, wiring, or other Resort electrical equipment.
12. UNPAID ELECTRICAL CHARGES
Electrical charges billed to a Seasonal Guest are part of the Guest's Resort account and must be paid by the stated due date.
Failure to pay separately billed electricity may constitute default under the Seasonal Site Agreement.
Management may provide written or electronic notice demanding payment.
If payment remains delinquent, Management may pursue any remedies permitted by the Seasonal Site Agreement and Minnesota law, including collection, nonrenewal, lawful termination, or other permitted remedies.
Management will not disconnect electricity for nonpayment where such disconnection is prohibited by applicable Minnesota law.
Nothing in this Agreement limits Management's ability to disconnect electrical service temporarily where reasonably necessary because of:
unsafe wiring;
electrical tampering;
overloaded or hazardous equipment;
fire hazard;
emergency conditions;
required electrical repairs;
governmental requirements; or
circumstances where disconnection is otherwise permitted by law.
Guests remain responsible for unpaid electrical charges regardless of whether continued service is legally required.
13. DELINQUENT ACCOUNTS
Failure to timely pay amounts due to the Resort may constitute default.
Amounts covered by this section include:
seasonal rent;
electrical charges;
marina charges;
storage fees;
boat-slip charges;
cleanup charges;
repair charges;
sewage charges;
violation charges;
relocation charges;
disposal charges; and
other valid charges arising under the Seasonal Site Agreement.
Management may provide the Seasonal Guest with written or electronic notice of the delinquency.
Three-Day Demand Concerning Personal Property
After providing at least three (3) days' written or electronic notice, Management may require a delinquent Seasonal Guest to relocate personal property, trailers, boats, equipment, or other items located on Resort property to a location designated by Management when such relocation is permitted by applicable law and is reasonably necessary for Resort operations.
Management may also require the Seasonal Guest to personally relocate the Guest's RV or property following such notice.
If the Seasonal Guest fails to perform a legally required relocation, Management may arrange towing, relocation, or storage only to the extent permitted by Minnesota law.
The Seasonal Guest will be responsible for reasonable lawful towing, relocation, storage, equipment, and labor charges resulting from the Guest's failure to comply with a lawful relocation requirement.
Nothing in this section authorizes Management to conduct an unlawful eviction, seizure, lockout, dispossession, or other prohibited self-help remedy.
Additional Remedies
Management may, where legally permitted:
pursue collection;
assess contractual finance charges;
suspend optional Resort privileges;
refuse future reservations;
decline renewal;
terminate the Seasonal Site Agreement;
commence an eviction or other legal action; and
pursue any other remedy available by contract or law.
14. RULE VIOLATIONS AND ENFORCEMENT
Violation of the Seasonal Site Agreement or Resort Rules may result in one or more of the following depending upon the seriousness, frequency, and consequences of the violation:
verbal notice;
written or electronic warning;
requirement to correct the violation;
violation charge under the Resort Fee Schedule;
reimbursement of actual Resort costs;
suspension of optional Resort privileges where legally permitted;
nonrenewal;
termination where legally permitted; or
eviction or other legal proceedings where legally permitted.
Management is not required to issue multiple warnings before responding to conduct involving:
immediate threats to health or safety;
sewage dumping;
intentional property damage;
violence;
serious harassment;
illegal activity;
utility tampering;
fire hazards;
substantial environmental contamination; or
other serious misconduct.
Repeated violations of the same or similar rule may be treated as progressively more serious violations.
15. 2027 VIOLATION AND CHARGE SCHEDULE
The following schedule applies unless a different amount is stated in the Seasonal Site Agreement.
Actual repair, cleanup, contractor, disposal, utility, towing, pumping, remediation, legal, or governmental costs may be charged in addition to the fixed violation charge where permitted by law.
A third violation of the same rule, or three significant violations during the same seasonal term, may result in termination of the Seasonal Site Agreement, nonrenewal, or eviction from the campground where permitted by applicable law. Management may also pursue termination or eviction before a third violation when the conduct involves a serious health or safety hazard, sewage dumping, environmental contamination, violence, illegal activity, intentional property damage, utility tampering, or another material breach of the Agreement.

Management may waive or reduce a violation charge where Management determines circumstances warrant doing so.
Management will attempt to apply these charges consistently to similarly situated violations.
Fixed violation charges are intended to compensate the Resort for administrative, inspection, enforcement, documentation, staff-time, and operational burdens associated with violations and are not intended to constitute unlawful penalties.
For purposes of determining repeated violations, Management may consider violations committed by the Seasonal Guest, occupants of the site, household members, visitors, invitees, or other persons for whom the Seasonal Guest is responsible under the Seasonal Site Agreement.
Nothing in this section requires Management to issue three warnings or wait for a third violation before pursuing termination, nonrenewal, eviction, emergency corrective action, or other remedies where a violation is sufficiently serious or where applicable law permits earlier action.
Any termination or eviction will be carried out in accordance with applicable Minnesota law.
16. RESPONSIBILITY FOR ACTUAL COSTS
Violation charges do not eliminate a Guest's responsibility for actual expenses caused by the Guest.
To the extent permitted by law, a Seasonal Guest is responsible for reasonable actual costs incurred by the Resort arising from the Guest's acts, omissions, defaults, or violations, including:
unpaid electricity;
sewage pumping;
sewage cleanup;
environmental remediation;
RV towing or lawful removal;
property relocation;
cleanup;
garbage disposal;
contractor charges;
damage to utilities;
damaged Resort property;
replacement materials;
excessive employee labor;
legal collection costs; and
governmental charges directly attributable to the violation.
17. 2027 PARKING-PASS SYSTEM
Beginning with the 2027 season, Northern Skys RV Resort will implement a numbered parking-pass system.
One Reserved Parking Space Per RV Site
Each occupied seasonal RV site will receive one parking pass unless Management specifically authorizes otherwise.
The parking pass will correspond to a numbered or otherwise specifically designated parking space.
That assigned parking space is reserved for the Seasonal Guest holding the corresponding parking pass.
No Guest may park in another Seasonal Guest's assigned parking space without authorization.
Additional Vehicles
Additional vehicles associated with the site must be parked only in parking areas designated by Management for additional or overflow parking.
Payment for a seasonal site does not guarantee parking immediately adjacent to the Seasonal Guest's RV except for the assigned parking space described above.
Management may designate separate parking areas for:
overflow vehicles;
employees;
restaurant guests;
marina users;
boat trailers;
contractors;
visitors;
deliveries; and
temporary parking.
Parking passes must be displayed in the manner directed by Management.
Management may replace, renumber, or reassign parking spaces when reasonably required for emergencies, accessibility, snow removal, road work, drainage, site reconfiguration, governmental compliance, maintenance, or Resort operations.
Unauthorized vehicles may be subject to Resort violation charges and, where permitted by law and after any notice required by law, towing at the vehicle owner's expense.
18. BOAT TRAILERS AND LARGE RECREATIONAL EQUIPMENT
Large recreational vehicles, utility trailers, boat trailers, boats, jet skis, personal watercraft, fish houses, and similar recreational equipment may be stored or parked only in areas specifically designated or approved by Management.
Boat trailers associated with boats launched for the day may not be left in parking areas designated for:
the front office;
restaurant customers;
emergency access;
accessible parking;
deliveries; or
other restricted uses.
Management may establish designated boat-trailer parking areas and modify those areas as reasonably necessary.
Payment for an RV site does not automatically include storage rights for a boat, trailer, jet ski, fish house, or other large recreational equipment unless expressly included in the Guest's seasonal package.
19. PERSONAL PROPERTY AND ASSUMPTION OF RISK
Recreational vehicles, boats, trailers, vehicles, sheds, equipment, decorations, furniture, and other personal property are maintained on Resort property at the Guest's risk.
To the fullest extent permitted by law, the Resort is not responsible for loss or damage caused by circumstances beyond the Resort's reasonable control, including:
theft;
vandalism;
wind;
storms;
hail;
lightning;
fire;
flooding;
changing lake levels;
falling trees;
falling branches;
wildlife;
insects;
power interruptions;
utility failures;
acts of other Guests; or
other natural or third-party events.
Nothing in this provision eliminates liability that applicable law does not permit the Resort to waive.
Seasonal Guests are strongly encouraged to maintain adequate RV, vehicle, boat, property, and liability insurance.
20. ABANDONED PROPERTY
Guests may not abandon an RV, vehicle, trailer, boat, personal property, equipment, structure, garbage, or other material on Resort property.
Property appearing to have been abandoned after termination, expiration, or nonrenewal of the Seasonal Site Agreement will be handled in accordance with applicable Minnesota law.
Where legally permitted, the Guest may be responsible for reasonable costs associated with:
securing;
inventorying;
towing;
moving;
storing;
cleaning;
disposing of; or
otherwise handling
abandoned property.
Nothing in this provision authorizes disposal or seizure contrary to applicable Minnesota law.
21. EMERGENCY ACCESS TO SITES
Management and emergency personnel must have reasonable access to all Resort sites.
No Guest may obstruct:
roads;
fire lanes;
utility equipment;
electrical pedestals;
water equipment;
sewer equipment;
fire hydrants or fire equipment;
drainage systems; or
emergency-access areas.
Management may enter an outdoor site area without advance notice when reasonably necessary to:
respond to an emergency;
protect persons or property;
stop a utility leak;
address a sewage discharge;
investigate a fire or electrical hazard;
provide emergency access;
prevent environmental damage; or
comply with governmental direction.
This provision does not authorize unlawful entry into the interior of an occupied recreational vehicle.
22. SITE INSPECTIONS
Management may reasonably inspect the exterior of sites, structures, utility connections, sewer connections, electrical equipment, storage areas, docks, and other exterior portions of Resort property to determine compliance with:
Resort rules;
health requirements;
safety requirements;
utility requirements;
governmental regulations; and
maintenance standards.
Where correction is required, Management may issue notice identifying the condition and required corrective action.
23. GUESTS, VISITORS AND OCCUPANTS
The Seasonal Guest signing the Agreement is responsible for the conduct of all:
household members;
occupants;
children;
visitors;
invitees;
contractors; and
other persons brought onto Resort property by the Seasonal Guest.
A violation committed by one of these persons may be treated as a violation by the Seasonal Guest.
Visitors do not acquire independent rights to the site.
24. UNAUTHORIZED OCCUPANTS
Seasonal sites may be occupied only by persons authorized under the Seasonal Site Agreement and ordinary temporary guests.
A Seasonal Guest may not:
sublease the site;
rent the RV to another person;
transfer site rights;
permit another household to establish permanent occupancy;
list the RV or site on Airbnb, VRBO, or another rental platform; or
otherwise commercially rent the site
without prior written approval from Management.
25. COMMERCIAL ACTIVITIES
Seasonal sites are intended for recreational use.
No Guest may operate a commercial business, retail operation, repair shop, rental operation, storage enterprise, or other customer-facing business from a site without prior written approval from Management.
Incidental remote employment conducted inside an RV that creates no traffic, signage, noise, customers, employees, inventory, or other disruption is not prohibited by this provision.
26. RV CONDITION AND MOBILITY
Each Seasonal Guest is responsible for maintaining the Guest's recreational vehicle in a safe and reasonably movable condition.
The RV must not become so deteriorated, structurally unsound, permanently attached, blocked in, or surrounded by structures that lawful relocation becomes unreasonably difficult.
Management may require correction of:
visibly hazardous conditions;
severe structural deterioration;
unsafe stairs;
exposed wiring;
leaking sewage;
unsafe propane systems;
collapsed roofs;
broken windows;
unstable structures; or
similar conditions.
27. PROPANE, FIRE AND FUEL SAFETY
Propane cylinders, fuel containers, grills, fire pits, heaters, and other fuel-burning equipment must be:
maintained in safe operating condition;
used according to manufacturer requirements;
positioned to minimize fire risk; and
kept clear of combustible materials.
Guests may not create unsafe propane connections or permanently modify Resort utility systems without authorization.
Management may require immediate discontinuation of equipment that Management reasonably believes presents an immediate fire, explosion, electrical, carbon-monoxide, or other serious safety hazard.
28. UTILITY INTERRUPTIONS
The Resort does not guarantee uninterrupted electrical, water, sewer, internet, telecommunications, or other utility service.
Temporary interruptions may occur because of:
utility-provider outages;
storms;
equipment failure;
maintenance;
repair;
upgrades;
emergencies;
governmental requirements; or
circumstances beyond the Resort's reasonable control.
Management will make reasonable efforts to restore Resort-controlled utility services where circumstances permit.
Except where required by law or expressly agreed in writing, temporary utility interruption does not automatically entitle a Seasonal Guest to a rent refund.
29. SECURITY CAMERAS
The Resort may use security cameras in common areas and other lawful exterior locations for purposes including:
property security;
employee safety;
guest safety;
theft prevention;
vandalism investigation;
marina monitoring;
traffic monitoring; and
enforcement of Resort policies.
Guests should not expect privacy in public or common outdoor areas.
Cameras are not a guarantee of security and may not continuously record or capture every event.
Nothing in this provision authorizes surveillance in areas where an individual has a legally protected expectation of privacy.
30. DOCKS, BOAT SLIPS AND BOAT LIFTS
Use of docks, boat slips, boat lifts, ramps, marina facilities, and shoreline facilities is subject to separate marina rules and availability.
Water levels, sediment, weeds, weather, ice movement, storms, governmental restrictions, dredging conditions, and other natural conditions may affect access.
Management does not guarantee a particular water depth or uninterrupted navigability unless expressly stated in a separate written agreement.
Guests may not:
relocate docks;
alter Resort docks;
install lifts;
install electrical equipment;
attach permanent structures; or
modify marina infrastructure
without prior written approval.
Management may require relocation, removal, repair, or modification of a privately owned boat lift or marina accessory when reasonably required for safety, marina configuration, dredging, maintenance, regulatory compliance, or Resort operations.
31. WINTER AND OFF-SEASON STORAGE
Where a Guest's package permits an RV or other authorized property to remain during the off-season, such property remains at the Guest's risk.
Unless specifically included in the Seasonal Site Agreement, off-season storage does not guarantee:
electrical service;
water service;
sewer service;
restroom access;
snow removal from individual sites;
marina access;
restaurant services; or
unrestricted vehicle access.
Guests remain responsible for winterizing and protecting their own recreational vehicles and property.
Management may require temporary relocation when reasonably necessary for:
snow removal;
utility work;
construction;
emergency access;
drainage;
governmental requirements; or
other legitimate Resort operations.
32. STORMS, TREES AND NATURAL CONDITIONS
Seasonal Guests acknowledge that camping involves exposure to natural conditions including severe weather, falling limbs, high winds, lightning, flooding, changing lake levels, ice, snow, wildlife, insects, and other outdoor hazards.
Guests are responsible for securing their own awnings, furniture, decorations, equipment, boats, trailers, and other property in anticipation of severe weather.
Management may require temporary removal or securing of outdoor property where severe-weather conditions create a safety risk.
33. DEFAULT, NOTICE AND OPPORTUNITY TO CURE
Unless another provision establishes a different period, Management may provide notice of a violation or default and a reasonable opportunity to correct it.
Ordinary site-condition violations generally receive seven (7) days to cure.
Structure-relocation or compliance requirements generally receive thirty (30) days to cure unless a shorter deadline is required because of:
an emergency;
immediate safety condition;
governmental order;
environmental hazard; or
other circumstances requiring prompt action.
Certain serious violations may justify immediate protective action or legal proceedings where permitted by law.
Nothing in this Agreement shortens a notice or cure period required by applicable Minnesota law.
34. TERMINATION, NONRENEWAL AND EVICTION
Material or repeated violations may result in termination or nonrenewal where permitted by applicable law.
Grounds may include:
failure to pay amounts lawfully due;
repeated Resort-rule violations;
serious health or safety violations;
sewage dumping;
intentional property damage;
serious illegal activity;
utility tampering;
unauthorized occupancy;
refusal to correct required regulatory violations; or
other material breach of the Seasonal Site Agreement.
Where an eviction or judicial process is legally required, Management will use the legally required process.
Nothing in this Agreement authorizes Management to perform an unlawful lockout, seizure, dispossession, utility shutoff, or other prohibited self-help eviction.
35. ATTORNEY FEES, COURT COSTS AND ENFORCEMENT EXPENSES
Where legal proceedings, eviction proceedings, collection proceedings, or other enforcement action becomes necessary, the responsible party may be liable for attorney fees, court costs, collection expenses, service fees, filing fees, towing charges, and other enforcement expenses to the extent recoverable under the Seasonal Site Agreement and applicable Minnesota law.
Nothing in this Agreement eliminates any reciprocal attorney-fee or cost rights provided by Minnesota law.
36. MANAGEMENT DISCRETION AND CONSISTENT ENFORCEMENT
Where these Rules provide Management with discretion, that discretion will be exercised reasonably in consideration of:
Resort operations;
health and safety;
regulatory compliance;
severity of the violation;
repeated conduct;
neighboring Guests;
property protection; and
other relevant circumstances.
Management's failure to enforce a rule on one occasion does not permanently waive the Resort's right to enforce that rule in the future.
A prior exception, permission, approval, or failure to enforce does not create a permanent entitlement to continue a condition contrary to these Rules, applicable law, or future legitimate Resort requirements.
37. SEVERABILITY
If any provision of these Rules or the Seasonal Site Agreement is determined to be invalid, unlawful, or unenforceable, that provision will be enforced to the maximum extent legally permitted and, where appropriate, severed from the Agreement.
The remaining provisions will continue in effect.
38. ACKNOWLEDGMENT
By signing, digitally or otherwise, the Seasonal Site Agreement, the Seasonal Guest acknowledges that the Guest has received, reviewed, and agrees to comply with these Rules and Regulations, including the 2027 parking requirements and violation-charge schedule.
